The Unpaid Work Requirement (commonly known as Community Payback) is one of the requirements that can be included in a community order.     The Village Room began its life as a purpose-built reading room constructed in stone with a boarded roof covered in slate and with its interior beams exposed in a vaulted roof. It opened to the public in August 1890.   • Christmas Tree Festival

    St. Thomas a Becket Church, Hampsthwaite are holding a Christmas Tree Festival over the weekend of 15th – 17th December.There will be a ‘Preview Evening & Concert ’ on Friday 15th with wine and canapes being served from 6.30 p.m and with a choral performance from Voces Seraphorum from 7.00 – 7.45 p.m. – tickets can be purchased from Hampsthwaite Post Office or you can buy them on the door (£7.00).The church will be open from 10.00 – 16.00 on Saturday 16th December for you to come along and enjoy the Christmas Trees and there will be refreshments served throughout the day.

The greater part of this site (to the east) was part of HBC’s LDF ‘consultation’ in 2013 as site RL37a but screened out because site “cannot be satisfactorily accessed”.

It appears that this has now been addressed since it is now joined with adjacent land (to the west) to connect it through to Rowden Lane.

HBC Sustainability Appraisal Summary for HM9
This is a triangular agricultural field to the north of the village. There are positive social effects as the site is large enough to provide affordable housing, which in turn has positive economic effects as provision of affordable housing will help support existing businesses. The site is accessible to a play area/amenity open space/outdoor sports and can meet the recreation needs of the area. Positive impacts occur as there is some accessibility to local services but negative effects arise as the local primary school is at or near capacity and may require expansion and the lack of pavements does not encourage pedestrian access to services. Some potential adverse effects on biodiversity but relatively easy to mitigate. Negative landscape impacts are identified with limited opportunities for mitigation and there is a negative impact on local distinctiveness. There is also likely harm to the significance of a heritage asset but mitigation is possible.

Harrogate District Draft Local Plan: Sustainability Appraisal Addendum July 2017

Map of sites in Hampsthwaite that have been assessed against the sustainability appraisal, but not included as a draft allocation in the draft Local Plan.

Under the Planning and Compulsory Purchase Act 2004 local authorities are required to undertake a Sustainability Appraisal (SA) of local plans.

Note that SA2 in the 2016 Draft Sustainability Appraisal lists Hampsthwaite as having a shortfall in sports provision and only sites larger than 8.5ha should therefore be considered!

HARROGATE DISTRICT STRATEGIC HOUSING AND ECONOMIC LAND AVAILABLITY ASSESSMENT (2016)


The SHELAA is a technical document that provides information about sites, submitted to the council for consideration as part of the Local Plan, which may have some potential for housing or employment at some stage in the future. It includes maps of settlements where land has been suggested, and provides some brief information about the sites e.g. the proposed use for the site.

Village Plan

The Hampsthwaite Village Plan is the culmination of an extensive survey of the people who live in Hampsthwaite during May 2006. The survey sought residents views about the village, what they valued and what they wanted to see improved.

In 2003, the Government, via The Countryside Agency, launched the Village Plan initiative supported by grant funding. The purpose was to:

"help rural communities to take charge of their destinies and to strengthen local government."

As a response to this initiative, in July 2005 a working group was formed to draw up our Village Plan. Our motivation was:

  • to try to ensure that the village developed as its residents wanted;
  • to enhance and improve the villages environment and amenities;
  • to use the Plan as the basis for future funding bids.

Over the following nine months, a number of social events were held in order to test residents' interest. Out of this process, a 56 question survey was distributed to 441 households in the village during May 2006. 258 questionnaires were returned, a 59% response rate, demonstrating a high level of interest in the survey. All percentages quoted in the Plan have been based on the total number of replies.
